The primary requirements for a position location system for CDEC are: (1) The system must determine position of vehicles on the ground in irregular terrain to an accuracy of 50 meters; (2) The positions of 300 vehicles must be read out at a central experiment control center in less than 30 seconds; (3) The size, weight, and power consumption of the mobile equipment must be satisfactory for installation in vehicles as small as jeeps. To insure reliable operation in very rough terrain, the equipment must not be too complex; and, (4) The system must be fully automatic and capable of operation during day or night. Once the mobile equipment is calibrated, it must not require correction or resetting during an experiment by personnel in the vehicle. The purposes of the report are to define DCEC requirements for a position location system, to determine whether any currently available navigation system would meet CDEC needs, and to make recommendations for procuring a satisfactory system.
