The report is one of a series of reports proposed as part of the Department of Transportation's Auto Insurance and Compensation Study. The report analyzes the problems of insurance access and price variability for the 'hard-to-place' driver. It reviews the quality and adequacy of existing arrangements to serve such drivers. In addition, various policy proposals for new methods of dealing with the problem are evaluated. (Author)
