The report describes field studies and analysis of traffic conflicts observations at intersections. A traffic conflict is defined as a traffic event involving the intersection of two vehicles, where one or both drivers may have to take an evasive action to avoid a collision. Conflicts are conceptually and, to a degree, statistically related to accidents. Various operational definitions of traffic conflicts were investigated through a series of field studies at 24 intersections, resulting in a recommended set of common definitions for general use in future studies. Further, initial estimates were obtained of expected conflict rates as a function of type of intersection. A procedures manual is provided for the use of agencies and observers planning to use the technique, as well as an instructor's guide for training purposes.
