In this report we describe our findings and conclusions on the U.S. capability to repair battle damaged equipment in the Air Force, Navy and Army. We focus on the tactical fighter aircraft in the Air Force and Navy and ground combat vehicles and helicopters in the Army. Battle Damage Assessment and Repair (BDAR) programs in each Service for research and development, advanced technology, and logistics support are critically analyzed. Finally, we make recommendations for OSD on how the Defense Departments's BDAR capability can be enhanced and how OSD can better manage the overall DoD BDAR program.
