The study examines the nature of South Africa's deep sea import-export trading patterns, sets out the shipping requirements of those trading patterns, and assess the role the South African shipping industry plays, both as a carrier of commodities to and from the sub-continent and as an important strategic sector of the economy. It will particularly be shown that the activities of the domestic shipping industry exert a markedly favorable (and strengthening) influence on the South African balance of payments. The primary focus of attention falls on the problems presently faced by South African ship owners, particularly those associated with a growing incidence of restrictive maritime practices on the part of our trading partners. The study concludes by examining a number of shipping policy avenues whereby a more propitious environment for the domestic shipping industry might be secured.
