In November 1985 the Assembly of the International Maritime Organization directed the Maritime Safety Committee to develop technical and practical 'measures to prevent unlawful acts which threaten the safety of ships and the security of their passengers and crews'. The document, which resulted from that effort, includes a variety of actions ports can take to better protect the ships using them. Establishing a port security plan is discussed, as are the responsibilities of port facility security officers. How to conduct a comprehensive security survey of a transportation terminal is discussed, and specific security measures which can be undertaken are reviewed. These include restricted areas, security barriers, security lighting, alarms and security communication systems, and access control and identification programs. Although specifically intended for port facilities serving vessels involved in international travel, much of the security guideline material is relevant to any major transportation fixed facility.
