The over-all feasibility of a doppler-difference tracking technique in conjunction with the GHOST (Global HOrizontal Sounding Technique) concept is investigated. A specific implementation is postulated and evaluated, and various alternatives of satellite altitudes and frequencies of operation are considered. An error analysis is made to ascertain the accuracy of the balloon position determination, which is prerequisite to the determination of wind velocity. Results of the study indicate that the compatibility of a doppler-difference tracking approach with the GHOST concept is a function of the balloon deployment rates and densities. (Author)
