Present highway facilities need to be better utilized. To meet this objective, all consequences of traffic engineering improvements need to be quantified to document the effectiveness of the completed improvements as well as to use in estimating the probable impacts for proposed improvements when economic analysis are being made to establish priorities. This report updates the procedure and input values for estimating highway user costs, fuel consumption and air pollution. It also presents a simple technique to measure and evaluate the operational performance of traffic improvements, including field data forms. The procedure outlined in the report provides the traffic engineer a powerful tool which can be used to improve the evaluation and management of the highway transportation system.
