The advantages of using a 12 hr Molniya orbit for land mobile applications are outlined. The much improved propagation characteristics, compared with the geostationary case, can be utilized to reduce the overall link margin to a few decibels and to exploit the advantages of higher bit rate TDMA access schemes. An experimental payload, which includes features such as full on-board processing, and would provide a facility for demonstrating the potential of the Molniya orbits for mobile applications is described.
