Current passenger car usage patterns and factors influencing usage are analyzed and projections of usage patterns in the mid-1980's are made. Data on six categories of vehicle accidents are analyzed and projections made of national accident patterns in the mid-80's; the effect of potential reductions in these projections as a result of safety programs and other factors related to driving safety are estimated. Based on the usage and accident projections, the characteristics of an RSV (weighing under 3,000 lbs C.W.) for operation in the mid-1980 traffic environment are described. A recommended set of specifications for the RSV are developed considering the potential safety payoff accruing to an increased level of safety performance, the need for energy conservation, availability of material resources, and changes in vehicle mix.
