The objectives for the study are: (1) Identify and describe port facilities with significant commerce with Canada and Mexico in the Great Lakes, Gulf of Mexico, and the Atlantic Ocean regions. (2) Identify and describe significant intermodal facilities within 20 miles of the ports. (3) Provide information on traffic volumes and qualitative assessment on existence of significant capacity constraints or congestion, and the ability to handle considerable additional traffic with Canada and Mexico. (4) Identify any relevant institutional impediments and describe customs services, facilities and practices in these ports. (5) For ports with significant current capacity constrains, obtain information about ongoing or planned improvements to facilities and operating procedures, as well as provide information about methods of financing such improvements.
