The Pennsylvania State Police and Pennsylvania Department of Transportation implemented the 'Ticketing Aggressive Cars and Trucks (TACT)' media and enforcement initiative on a portion of Interstate 81 in southern Pennsylvania, in late 2008. This report considers the evaluation of the implementation. The evaluation process included over five thousand attitudinal surveys completed by Pennsylvania drivers, field video observations of driving behavior, and analysis of relevant crash and citation data. In addition to our statistical findings, we have identified 11 procedural findings to improve the evaluation process in future implementations of TACT or similar initiatives combining media and enforcement treatments.
