This report documents procedures used to develop traffic data for highway project planning and design. The results of a literature review, distribution of questionnaires, and personal interviews indicated that very little standardization of these procedures currently exists in the United States, Available procedures were evaluated and compiled into ten categories--refinement of computerized traffic volume forecasts; traffic data for alternative network assumptions; traffic data for detailed networks; traffic data for different forecast years; turning movement data; design hour volume and other time-of-day data; directional distribution data; vehicle classification data; speed, delay, and queue length data; and design of highway pavements. The selected procedures were found to be applicable in many situations and provide a basis for standardization of traffic data analysis.
