The report discusses the current methods utilized to measure and evaluate the effects of aircraft noise. It presents one of the methods (Composite Noise Ratings) (CNR) as developed by FAA representatives for Theodore F. Green State Airport in 1966. It also presents the Noise Exposure Forecasts (NEF) as developed by the Statewide Planning Program from 'HUD Noise Assessment Guidelines', August 1971, as they apply to Theodore F. Green State Airport. An analysis is then made of these two systems as they apply specifically to Theodore F. Green State Airport and the exterior noise standards established by HUD Departmental Circular 1390.2, August 4, 1971. The conclusions drawn are: The noise exposure zones delineated by these methods contain a wide range of actual noise conditions which should not be generalized into zones in this manner; the application of these zones to Theodore F. Green State Airport substantially overstates the number of persons adversely affected by aircraft noise; and these methods do not take procedures used to reduce noise impact at most airports, including Theodore F. Green State Airport, into account. (Author)
