The American Merchant Marine has been in decline since the end of World War II. There is no end in sight to this decline. Even with the past experiences of four major wars (World Wars I and II, Korea, and Vietnam) in this century, the vital role played by the American Merchant Marine appears to be forgotten. The merchant marine is not only ships, it is the seafarers who man those ships, the shipbuilders who build those ships and the industrial base which provides the material and resources to outfit those ships. All these factors are inter-related to provide a viable commercial industry in peacetime and a vital logistical support system in wartime. The lessons of history are being forgotten again as the American Merchant Marine appears to be 'sinking' beneath the waves.
