The report describes the conceptual studies and design of a nonpropelled Container Discharge Facility (CDF) equipped with auxiliary maneuvering propulsion and two large revolving cranes. It has as its primary and secondary missions, respectively, the discharge of containers from nonself-sustaining containerships and the discharge of general cargo from general cargo and special purpose ships to lighterage or other modes of air and/or waterborne transport in Logistics-Over-The-Shore (LOTS) type operations. The scope of the report was restricted to the phase of offloading the cargo, primarily containers, from ships offshore onto lighterage including displacement hulls, rigid sidewall air lubricated barges, amphibians, air cushion vehicles and helicopters.
