The Polaris Submarine Weapons System is presently employing two crews per submarine, working in shifts in order to maximize the time on station for each submarine. The cost of this personnel policy as compared to the cost of using other alternatives is of current interest. The purpose of this thesis is to present a technique for making this comparison.
