About 4000 fatalities and 9300 serious injuries result each year from occupants' heads striking various upper interior structures. The magnitude of the problem has prompted both the Government and industry to address the issue of reducing head injuries due to contact with these structures. Over the last several years, the Research and Development arm of the National Highway Traffic Safety Administration has conducted extensive research on the subject. The report, which is divided into two volumes, contains the results and findings from much of the work. A research test procedure for use in evaluating the potential for head injury due to impacts with vehicle upper interior structures is presented in Volume I. This includes a discussion of the selection of a free-motion headform, as well as the results and analysis of testing done in the development of the component test procedure. Presented in Volume II are the results of tests conducted to estimate the potential for head injury in the current U.S. passenger vehicle fleet. The results of tests to evaluate the effectiveness of padding as a countermeasure are also included. All these tests were conducted following the research test procedure described in Volume I.
