Although triggered by the Government's plans to privatise British Airways, the underlying thrust of the Authority's consultation concerns competition and the sound development of the British airline industry. It is about the benefits of competition for users and about strengthening the ability of British airlines to compete with foreign airlines. It is thus about what is best in the national interest. This document is intended to focus the main issues covered by the consultation and to invite further comment, in particular on changes that might be made in the Authority's policies in the context of Section 69 of the Civil Aviation Act 1982.
