The report presents the results of planning a controlled field experiment aimed at increased enforcement of the laws regarding driving of an automobile after one's driving privilege has been suspended or revoked. Most of the effort is centered on development of criteria by which the controlled field experiment can be evaluated and on recommendation of specific states where the experiment could be undertaken. Detailed plans for implementing the controlled field experiment in a particular state (or possibly more than one state) are developed.
