The Federal Aviation Administration (FAA) is making an extensive evaluation of DOD's planned NAVSTAR satellite navigation system to determine if it should also become the primary civil air navigation system. The Chairman, Subcommittee on Transportation, Aviation, and Weather, House Committee on Science and Technology, asked GAO to review the adequacy and timeliness of FAA's evaluation program. This report discusses the work FAA has done or plans to do as of this time. Before a decision is made, reasonable assurance is needed that DOD will develop, test, and deploy NAVSTAR and allow the civil community full access to its signals under all conditions other than national emergency. GAO recommends that FAA improve its NAVSTAR evaluation program if NAVSTAR's benefits to civil aviation are to be fully considered.
