As rural and inter-urban roads represent a large part of national development programs in developing countries, information on road investment was built into a computer model to improve the quality of investment decisions. The model permitted a study of: connections between road design and construction standards; road maintenance policy, vehicle characteristics, traffic flow and growth rate; environment and road deterioration; choice of earth, gravel or bituminous pavement; different stage construction options; and consequences of uncertainties in traffic forecasts or in the discount rate to be studied. The program is in standard FORTRAN, consists of 6000 statements and requires input in card image form.
