This report discusses the problems and issues regarding volume/speed of vehicle movements and non-resident parking in residential areas. This as well as highlighting the problems in these areas, the report points out a number of traffic control techniques being used to control this problem. Residential parking permits and ordinance techniques are discussed as means to control non-resident parking. The report includes a listing of contacts and programs within the Federal Highway Administration for assistance in dealing with this problem, as well as an annotated bibliography for additional study.
