The Joint Force Air Component Commander's (JFACC) mission is to execute the joint air operations plan as outlined by the Joint Force Commander's (JFC) concept of operations. This paper will examine the Navy's integration and interaction within the Desert Shield / Storm JFACC, the Joint Task Force Southwest Asia (JTF-SWA) JFACC and the JFACC for Operation Allied Force (OAF). It will show the Navy is deficient in its ability to quickly integrate into the Air Force dominated JFACC and consequently reduces overall Joint Task Force (JTF) unity of effort and command and control. Furthermore, it specifically identifies Navy shortcomings in doctrine, training, manning, and hardware that when coupled with service parochialism hinders suocessful joint air operations. Lastly, it offers recommendations to correct the noted deficiencies.
