The top level document of the branch of ESA Procedures, Specifications, and Standards PSS-07 series, which address the ground segment infrastructure operations before launch assembly, integration, and test and after launch (mission control), is presented. The PSS-07 series aims to accomplish the following: achieve commonality and standardization in the ESA Ground Segment Infrastructure (GSI) to be used for the ground electrical testing and in flight operations of spacecraft; define the capabilities of the GSI; and set guidelines for the design of the necessity facilities. The PSS-07 series will also include guidelines concerning the detailed implementation of 'packet telemetry and telecommand' by ESA projects. The PSS-07 series will constitute 'recommended practices', unless the contrary is explicitly stated. The objectives and purpose of the PSS-07 documents are stated, a documentation tree is provided, and management procedures for these documents are specified.
