A collection of three staff papers about the motorist is provided. The first examines accident data and concludes that removing a small fraction of drivers from the road would not dramatically reduce the total accident count. The second considers normal and deviant driving behavior, individual driver responsibility and discusses the implications for tort liability. The third paper provides estimates of the percent of private passenger vehicles insured for liability in 1967 for selected states. (Author)
