Based on on-site observation, interview and debriefing materials, and agency after-action reports, as well as pre- and post-accident emergency response plans the report explores and discusses the various factors that went into mass evacuation planning in the TMI accident. Activities of emergency management organizations at the Federal, State, and county levels are examined to generate a set of implications for future evacuation planning. (Author)
