The aim of this report is to develop a method to explore the effect and port cost of irregular arrivals, as actually experienced and on a theoretical basis, to identify the circumstances under which shipping companies have some room for maneuver, and hence where some system benefit may be possible, and to suggest possible approaches to improving the ship/port match. The general hypothesis is that a better match between ship and port may be achieved, to everyone's benefit.
