The Manual identifies the significant data, procedures and criteria that should be considered in the planning and evaluation of both comprehensive pedestrian systems and individual facilities. This volume is operational and sequential in nature. The procedures are grouped into two major phases: (1) A demand modelling phase, in which the existing (and projected) movement of pedestrians is examined using a gravity model approach to produce a network plan showing the assignment of pedestrian volumes; and (2) A network evaluation phase, in which first phase output is utilized to develop a plan addressing the specific planning of the pedestrian system elements and modal interface requirements. In addition, methods have been incorporated for examining and evaluating both system's effectiveness and potential impacts.
