These are tumultuous times in the aviation industry, as stakeholders struggle to respond to uncertain fuel prices and availability, a global economic and financial crisis, and increased scrutiny of environmental impacts of aviation. The potential impacts of aviation on climateand impacts of climate on aviationare of particular concern and urgency. Efforts to minimize environmental impacts increasingly dominate aircraft design and the design, construction, and operation of airports. As a result, environmental issues have become a fundamental constraint to increasing aviation system capacity, while constrained capacity only exacerbates environmental problems. Some environmental impacts are well understood, while others will require significant research to understand existing and future environmental impacts and the opportunities for mitigating or avoiding them. For example, better science-based understanding of the impacts of aviation emissions on climate change is needed to formulate an appropriate response. In addition, improved metrics, measurement techniques, and modeling capability are needed to quantify and predict impacts and to understand interrelationships of aviation environmental issues. This circular summarizes the progress being made and suggests additional research to help achieve that vision.
