The report presents a review of current design standards and considers driver perception-reaction time, design friction factors, assumed speeds for design, and driver eye height and objective height in evaluating these standards. Visual requirements for safety, dependent upon operational conditions, are proposed as an additional factor. The 2.5 second perception-reaction time prior to braking probably is questioned for high speed roadways when degradation of driver's acuity at high speeds is considered. (BPR abstract)
