The NETSIM model was applied to the development of simple and accurate methods for estimating the impacts of lane obstructions on traffic flow on arterial streets. This was achieved after the lane obstruction logic in NETSIM was first modified and calibrated to more properly represent the corresponding field situations by applying timelapse photography data. The NETSIM model was then used to develop a set of curves that represent the dollar cost impacts and the level of service resulting for various street and traffic conditions. The set of curves form the basis for this procedure. The procedure for estimating the impacts is delineated. Examples are also provided to illustrate the estimation of impacts. Principles are also formulated for controlling lane obstructions and examples are also provided for illustrating this process.
