It is demonstrated that the concept of container pooling and interchange facilities offers a workable alternative to existing practices. The need for a system network clearly exists. Moreover, both in terms of total international shipping and individual companies participating in intermodal transportation, there are economic and service improvement benefits to be derived. It is therefore somewhat surprising that the desire of container users to participate in such a plan meets with less than unanimous and wholehearted acceptance. There is a great need, but a lesser inclination, and this factor casts some doubt upon marketing the program without strong promotional efforts from governmental agencies such as the Department of Transportation, from the international shipping community, and from the potential operators of the system. This overall appraisal is based upon the following summary findings. (Author)
