The Department of Defense approved full production for the F-16 on October 13, 1977. Although sufficient testing was accomplished for the program to enter full production, a number of uncertainties are associated with the program. The uncertainties include F-100 engine problems, an ambitious deployment schedule and support requirements generated by this deployment, subsystem design problems, support of European manufacturers and survivability/vulnerability issues. GAO recommends that the Secretary of Defense require a complete program review before making any commitments for USAF F-16 purchases beyond the first 650 aircraft. This review should include an updated military need assessment and comparison of F-16 performance under realistic operational conditions.
