White space problem definition: increasing pressure form urbanization is limiting the availability of land, air and sea resources. The military is competing for those same resources outside the fence-line that may be under the demand or control of others. This results in a reactive approach with stakeholders when military missions and civilian activities intersect. The definition of white space is the operating area that is required to meet current and future military mission needs and is not under the control of the military.
