Chief Information Officers and others who manage information technology resources within DoD should read this report because the issues identified may be applicable across DoD. This audit was initiated in response to a Hotline allegation that the Army Aviation and Missile Command (the Command) was not properly managing information resources at the Redstone Arsenal, Huntsville, Alabama. The Command develops, acquires, fields, and sustains aviation and missile systems for Army battlefield systems and provides support services to more than 40 tenants co-located at the Redstone Arsenal and the surrounding area. For FY 2001, the Command budget at the Redstone Arsenal exceeded $7.1 billion, and identified costs for information technology were estimated to be as much as $126 million.
