The report reviews demand for American exports and seaport capabilities in terms of system development. Current operations and challenges of the intergovernmental public policy system are examined for general, intergovernmental public policy related to transportation specifics of transportation deregulation (and regulation), selected major exporting seaport experience, and port dredging. The final section addresses long-term implications and considers major, strategic issues, and identifies promising strategies developed by the private and public sectors.
