The Willow Island project will consist of the construction and operation of a non-navigable, gated dam and two parallel navigation locks providing a lift of 20 feet as part of the Ohio River navigation system. Approximately 790 acres of land along the bank and on the many islands within the river will be inundated by the new pool. Water life may be lost within the portion of land immediately affected by inundation. Project completion will affect the rate of bank erosion until the bank has become stabilized. Turbidity and sedimentation problems may be incurred in the Ohio River and affected tributaries. The increase in barge traffic will increase pollution potential through accidental spillage of gasoline, oil, chemicals, and other cargo, particularly during loading and unloading operations. Also increased will be the potential for waste discharge from the increase in pleasure and commercial vessel traffic.
