An analysis of the current status of the strategic sealift sources is pursued; the make-up of the present day strategic sealift is discussed; desirable characteristics of a ship for military use are highlighted; and some associated fleet source ship problems are revealed. Not all U.S. ships have desirable characteristics for the military; and those that do are in short supply. However, there are a number of ships in use throughout the world that, if added to the U.S. inventory, would give Military Sealift Command a more balanced fleet to draw from in time of emergency. One alternative is the semi-submersible deck ship which employs the concept of float-on/float-off, roll-on/roll-off, and lift-on/lift-off for cargo receipt and discharge. Military Sealift Command is making strides in solving the many strategic sealift problems; but, until there is a national policy, the outlook for a strong, reliable, responsive sealift fleet with stamina remains clouded.
