A set of guidelines have been developed for nationwide application to the conservation of fuel on urban and rural freeways in the near-term (1985) and for the long-term (2000). The thrust has been on identifying which freeway control and management strategies have the greatest potential for energy conservation. These preferred strategies have been identified by the application of computer simulation models for the evaluation of all potential freeway control strategies. The models were exercised against a set of representative freeway test sites. As a part of the analysis, the various freeway control strategies have also been rank-ordered in terms of their fuel cost-effectiveness and the nationwide fuel savings have been estimated.
