Typically, transportation agencies perform traffic studies only after conditions have deteriorated to an unacceptable level, accidents have taken place and customer complaints have mounted (reactive policy). By that time, problems have already begun to occur; unacceptable delays and accidents have been experienced for long periods of time before the problem is detected. Many of these problems would have been avoided if intersection with high probability to warrant a signal in the future could be identified in advance (proactive policy). This study produces a procedure to determine the intersections that will warrant a signal and the time the warrant will be met. A prioritized list of all intersections in the region (state, district, or county) show the needs for traffic signals.
