The use of the Shuttle-Spacelab orbital laboratory must entail low costs for the experimenter. This can only be assured if low-cost procedures are adopted throughout the experiment cycle, including development, integration and flight. Some ideas on how the inherent low-cost features of the Shuttle and Spacelab designs can best be exploited are expressed. Some considerations for European involvement in Spacelab operations are presented and it is suggested that manned space experimentation could benefit considerably from fresh approaches originating in Europe.
