The primary objective of this Avionics Standards effort is to develop a preliminary standard for the required minimum operational characteristics applicable to 2D and 3D area navigation. The method of approach utilized to achieve this objective was: first, to perform a comprehensive analysis of existing functional and accuracy avionics standards. This analysis included the RTCA documents, the ARINC documents, FAA Advisory Circulars, FAA Handbooks, and the RNAV Task Force Report. The purpose of this analysis was to review the various levels of operational specifications and to isolate differences between the conceptual desires of the Task Force and the current equipment capabilities. Seven differences were isolated as key avionics standards issues and the remainder of this report concentrated on these issues. The second part of this investigation centered about creating a preliminary Avionics Standards document suitable for 2D and 3D area navigation. Section 4.4 presents a candidate set of minimum operational characteristics suitable for industry and government coordination. This section includes Basic Design Considerations, Standard Functional Requirements and a recommendation for each of the Unresolved Equipment Capabilities (key avionics standards issues). The final part of this study was to support each of the recommendations regarding the Unresolved Equipment Capabilities. Each of these issues is summarized, the current data for each issue is presented and analyzed and the analysis is followed with the statement of conclusions which leads to the current recommendation. The main text present preliminary standards for 2D/3D systems.
