The Atlanta shuttle bus program, called 'Town Flyer', was designed to demonstrate the feasibility of a short haul shuttle bus operation which intercepted auto trips at the edge of the central business district, parked the cars in peripheral lots, and shuttled the occupants to downtown destinations. The service was directed primarily at the daily commuter whose 'peak' and 'off peak' patterns for purposes of work were regular and serviceable. The service provided the rider with a 50% to 100% savings over downtown parking costs, the certainty of a parking place, a transit ride of no more than 12 minutes, and delivery within three blocks of most places of employment.
