This study, conducted by De Leuw, Cather International, for the Government of Bulgaria, examines the feasibility of the construction of the proposed Sofia Southern Highway Bypass, intended to relieve traffic congestion in the City of Sofia and neighboring towns. The report, in addition to full coverage of the technical, economic, financial and environmental feasibility aspects, also gives particular consideration to potential concession structures for a public-private partnership. The proposed bypass would serve primarily east-west traffic between Macedonia and Albania to the west and the Bulgarian Black Sea Ports of Bourgas and Varna to the east and Turkey. The U.S. export potential for this project is estimated at 12.5 million USD and would include design and implementation management, construction equipment-such as elevation, loading and transportation equipment, and complete equipment for the laying of bituminous mixtures.
