A program for state energy conservation was established. TRW was given the task to evaluate the programs and implementation strategies. This was accomplished in 5 tasks. Subtask Five designs an effective evaluation data collection system which permits an assessment of the correlation that will be achieved between the expected and actual compliance for each conservation measure and an associated implementation strategy in the State Energy Conservation Plans. Some of the program measures are: thermal and lighting standards, carpooling and vanpooling, mass transit, multi-measure transportation, traffic management, commercial transport, buildings, waste management, recycling, agricultural programs, vehicle checks, information exchange, etc.
