The report analyzes deregulatory issues remaining to be resolved so as to ensure a smooth transition should the Congress proceed with further deregulation of the trucking industry. Specifically, the report assesses the merits of retaining or eliminating certain Interstate Commerce Commission (ICC) trucking regulatory functions and estimates the budgetary impact of trucking deregulation on the ICC.
