Traffic control alternatives associated with reconstruction projects on a rural interstate have been investigated in this research. Slab replacement projects, milling/resurfacing projects, and traffic controls in the vicinity of interstate ramps were analyzed. The recommendations obtained from a national focus group assisted in the development of the Road Construction Safety Audit (RCSA) process. The purpose of the RCSA process is to evaluate the traffic control plan (TCP), traffic control devices and strategies before the interstate work zone is established on the roadway. This process consists of six steps and a series of checklists which are used during the planning stage of a TCP to contrast interstate work zone traffic control alternatives while considering issues of the roadway and the project. Checklists for slab replacement projects, milling/resurfacing projects and traffic control in the vicinity of interstate ramps were developed as part of this research. The key to the RCSA process and the checklist is to ensure that the major safety considerations of the project have been overlooked, and alternatibe devices and/or strategies have been considered.
