The objectives of this study were to determine by analysis of technological, institutional, social, economic, and environmental factors: A program of research and development projects with short-term (3 to 5 years) promise of payoff within the context of a longer range consideration of transportation technology in order to achieve orderly, evolutionary growth toward new systems; Opportunities for incremental short-term (3 to 5 years) improvement in urban transportation; A program of highly promising demonstration projects.
