The report investigates the financial return from the tolling of twelve typical major road schemes. Toll revenues are compared to the costs of road construction, road maintenance and the provision of toll facilities. The impact of alternative levels of toll charges on traffic levels and toll revenue is assessed. It is concluded that while in all cases toll revenues would exceed toll costs only three of the schemes are suitable for consideration as fully self-financing privately controlled schemes. For the remaining schemes a financial involvement on the part of the State would be required to make them commercially viable.
